The former U.S. President Jimmy Carter (1977-1981) is committed to intercede "personally" between Bolivia and Chile in order for both countries to reach a peaceful solution to the aspirations of Bolivia to have access to the sea, as reported Bolivian news agency ABI.

"I personally will support the process and I hope that my country and other governments to support the process of achieving a peaceful settlement," said Carter after meeting, Monday, with the president of Bolivia, Evo Morales, in his country house Plains, 40 miles from the U.S. city of Atlanta.

"I told (Morales) that would be good for the continent, especially in Bolivia, Chile and Peru, this is solucionase," the former U.S. president a press conference after the meeting.

The dispute was over last April the merely bilateral Bolivia dce decision for referral to the International Court of Justice (ICJ) to the principal judicial organ of the UN issue a binding ruling that forces Chile to talk to Bolivia on the transfer of sovereign access to the Pacific Ocean.

Bolivia calls to Chile a step own sea for 134 years after failing his attempts to recover, at the bilateral, a portion of the 400 linear miles of coastline it lost at the hands of Andean neighbor after the military invasion of its coastline in 1879 .

Carter called for an understanding between the three nations, as it did in 1978, when, as U.S. President was in favor of a peaceful solution of the dispute.

Jimmy Carter also called Peru's involvement in the conflict in Bolivian and Chilean neighbors, considering that, according to the Treaty of 1929 between Lima and Santiago, Chile may not transfer to "third power" any territory before the so-called South American Pacific war had belonged to Peruvian sovereignty. Peru, Chile faced ally of Bolivia, has resigned from the region of Tarapaca and the provinces of Arica and Iquique.

The Bolivia-Chile is the only territorial dispute remains to be resolved in South America, according to ABI. Bolivia and Chile have no diplomatic relations since 1976.

I wish Jimmy Carter success in his effort. Let's hope the likely election of Michele Bachelet will make things easier to reach an agreement and solve this dispute once and for all.
