The constituent Herman Escarrá said that there are proposals within the Constituent Assembly to create a "parliamentary chamber" through the communes, and that this has a higher rank than the National Assembly.
"There are fundamental proposals for the deepening of participatory democracy and the organization of the structure of the state that have as a fundamental vector the commune, who speaks to you is proposing a First Chamber and that chamber is the chamber of the communes, respecting the Chamber of the deputies of the National Assembly," Escarrá said on VTV .
According to the constituent, there are sectors that support this proposal, and the debate would focus more on the name than on its functions. "Some think that we should rescue Simon Bolivar's proposal in the constitution of Bolivia and call it the Chamber of Tribune, which is how the Liberator called it in that Constitution influenced by the classical Roman constitution."
The lawyer, who chairs the constitutional commission, responsible for collecting the proposals of the rest of the ANC, sectors of civil society and after the final drafting of a constitutional text, said that the idea is that this "chamber of the Communes" has powers over Parliament.
"Beyond the name debate,
the communes are also expected to assume the national legislative power with fundamental powers and powers to such a degree that it would be the First Chamber, the Second Chamber would be the National Assembly with its Chamber of Deputies," he said.
The work of the constitutional commission of the imposed ANC has been little known until now, because since its installation in August 2017, no proposal has been discussed for a new constitutional text.
Escarrá explained that "there is no constitutional project, what there is is a huge diversity of proposals, many proposals, those proposals have been studied in their entirety in the 22 commissions".
