They have $1 million dollars to play with. The story says that the mayor announced that participants will get "about $500 a month".

$1,000,000 / ($500 * 12 months) = 166 people for 1 year

Stockton emerged from municipal bankruptcy less than 3 years ago. I am looking forward to seeing what they find, but I don't expect Stockton will be the place that actually pulls this off in the future.
