Employees of Gulfcoast Legal Services have voted to form a union, creating yet another management dilemma for the legal aid firm's embattled executive director, Kathleen Mullin.

According to documents filed with the National Labor Relations Board, a petition to create a union was filed in November by a union organizer from the National Organization of Legal Services Workers, which is affiliated with the United Auto Workers.

Gulfcoast lawyers and support staff, those not in management positions, voted in an election that was held last month.

"The election was in favor of the union," said Scott Silverman, a Tampa attorney who represented Gulfcoast's management during the proceedings.
