PUBLISHED MONDAY, APRIL 14, 2014 AT 1:30 AM

DES MOINES — At least 386 state employees have been hired by Gov. Terry Branstad’s administration without the positions having been advertised, though that is not a new practice in Iowa.

Critics said the practice makes it easier for friends and campaign donors to land the jobs.

Branstad spokesman Jimmy Centers said the unadvertised hires are allowed under state law for certain jobs.

the time honored practice of writing the job description in such a way that only the pre-chosen individual qualifies - then they post the job for the minimum period with the standard disclaimer that "** Qualified individuals are encouraged to apply immediately. Lists of eligible candidates will be established and hiring may occur early in the recruiting process. Recruitment will close without notice when a sufficient number of applications are received or a hiring decision has been made. "

"Sufficient", of course, is the application of the pre-chosen individual.

We need someone with four masters degrees in unrelated fields, ten years experience in something that's only been around for eight years, and the ability to move small objects entirely with his or her mind.

Then they "settle" for the pre-chosen individual.
