This funding proposal came out of Republican House.

This won't get through Senate which begins debating and amending TAA next week. The Democrats want no pay/go attached, for 2 reasons.

One, if TPA/TPP is so good for America, it will pay for itself.

Two, the Republican House will kill the bill if TAA isn't paid for.
