Public/Private "partnership" regarding the electric grid and power generation

I have a few questions that relate to rooftop solar PV.

Are companies like SDG&E stifling rooftop solar as a threat to their business model?

If we had a 100% publicly owned electricity grid the government could provide low interest loans for residents to have PV panels installed, then purchase back the energy they created in order to pay off that loan. Is this true?


I for one am so sick and tired of the privatization of our Commons and how it harms our economy and environment.
