Yet, anyone who's been paying attention to the governor's record when it comes to regulatory agencies – and I use the term "regulatory" loosely – shouldn't be surprised that the ODNR and administration collaborated on a plan for selling the public and news media on a controversial proposal for allowing oil and gas deep-shale drilling (aka, fracking) underneath certain state parks and forests.

The scheme – which was never put into effect – was outlined in an August 2012 draft "Communication Plan," which was made public late last week. Though Gov. Kasich's chief spokesman denied the administration knew about the plan when asked last Friday, an email about the plan publicized Monday confirms that top administration and regulatory agency officials knew about it, and were even invited to a meeting to discuss the draft plan.

The Columbus Dispatch headline for its initial story about this developing scandal last Saturday captured the situation succinctly:

"State Made Plan to Promote Fracking, While Regulating It."
