Oh yes, I forgot,

"As a U.S. presidential candidate, George W. Bush promised to reduce carbon dioxide emissions. Shortly after he took office in 2001, however, President Bush withdrew U.S. support for the Kyoto Protocol and refused to submit it to Congress for ratification."

We are currently trusting corporations to voluntarily reduce there CO2 emissions .... How do ya think that is working out ....

1. Maryland is the worst

I was stunned moving to Maryland from Pennsylvania that they only test emissions every two years. Maryland causes more pollution than Pennsylvania....who would have thunk it. In Pennsylvania, we were tested on emissions EVERY YEAR without fail....oh if you failed, you failed the ENTIRE inspection. Pennsylvania cares very much about the environment. I was so disappointed in Maryland....I still love Maryland though. Just disappointed in their stance on the environment with regards to overwhelming car pollution from emissions.

Your car's tailpipe emission control system isn't about carbon sequestration, it's there to prevent smog and other air pollution problems with direct effects on human health. Your carbon emissions from driving are essentially directly proportional to the amount of gas you use.

Of course, the inspection program might reflect somewhat how serious a state is about the environment.
