North Korea's beggar diplomacy

Top North korean diplomat Kim Kye-kwan has colligated nucleus negotiation.
North korea wants to escape from diplomatic isolation to make stand kim kye kwan.
Kim Kye-Kwan visited Beijing on Monday for the second time in three months.
His ostensibe purpise was to attent an academic seminar focusing on the six-party
talks, which brought together academics and government officials from the countries
participating in the negotiations.
But South Korea and the U.S. sent only academics to the seminar and councilors
from their respective embassies in Beijing as observers,
because they are in no hurry to resume the talks.
Even Though north korea has outspreaded beggar diplomacy against neighbors
without north korea's Denuclearization actions, Will be not changes

I was just wondering where you translated this from? Was it an article or your own news observations?

If North Korea wants to escape diplomatic isolation I'm afraid they would have to make profound changes in many areas, such as citizens' unconditioned freedom of speech, of press, of opinion, of travel (in or out the country), of raising a family, of religion, of running a business, of voting in and out government officers and representatives.

They would also have to teach its citizens at least two languages, one of which should be English.

They would also have to teach them some manners, because their suothern counterparts are notoriously ill- mannered.
