How the EU directly funds settlements in occupied territory

The EU knowingly and purposefully provides substantial direct financial assistance to settlements in occupied territory – in Turkish-occupied Northern Cyprus, that is.



A delegation of European Union officials arrived in Israel this week to discuss the European Commission’s proposed regulations for discretionary funding to Israeli entities.

Under guidelines prepared earlier this summer, euros would not be allowed to go to Israeli entities located cross the Green Line – or to those that have any operations there. All Israeli entities applying for funding would have to submit a declaration that they do not have such operations.

Europe claims that such a move – unparalleled in its dealings with any other country – is mandated by international law. The EU does not recognize Israel’s sovereignty over the territories, and thus has an obligation to keep its money from going there. Those who celebrated the move said that Israel is finally paying the international price for its occupation.

Yet it turns out that despite the guidelines, the EU still knowingly and purposefully provides substantial direct financial assistance to settlements in occupied territory – in Turkish-occupied Northern Cyprus, that is. So the EU funds the occupation of an EU member state. Turkey’s invasion and occupation of Cyprus in 1974 was condemned the UN Security Council, and the EU’s official policy is that the Turkish occupation is illegitimate, and Turkey must completely withdraw. The EU does not recognize the Turkish government in Northern Cyprus.

Nonetheless, the EU maintains an entire separate program to direct funds to Northern Cyprus.

They even put out a nice, colorful brochure last year.

In today's meeting of EU Ambassadors, a majority of EU Member States indicated to favour the newly proposed EU-Morocco fisheries protocol, which opens for EU fishing in the waters of occupied Western Sahara. Sweden, Denmark, Finland, the UK and the Netherlands have announced that they will not support the proposal.

EU continues to help Turkish Cypriot community prepare for reunification of Cyprus

Brussels, 27 June 2011 - Today the European Commission approved €26.5 million of funding for the Turkish Cypriot community. These funds will focus on measures to promote reconciliation and confidence building. Beneficiaries will include civil society organisations, schools, farmers, villages, SMEs.

Commenting on the decision, EU Commissioner for Enlargement and European Neighbourhood Policy Štefan Füle said: "These 26,5 million euro demonstrate the continued commitment of the EU to the Turkish Cypriot community and to a Cyprus settlement. The activities implemented by the Commission with this fresh funding are reunification-driven, underlining the EU's expectations for a successful end of the talks towards reunification of the island."

The whole Aid Programme for Turkish Cypriot community will total €28 million in 2011. €1.5 million has already been approved earlier this year to fund the EU Scholarship Programme for the academic year 2011/2012.

Today's decision builds on the earlier €259 million multiannual aid programme. This programme was fully contracted by 2009, with projects running until 2012.

Aid Programme for the Turkish Cypriot Community

Cyprus joined the EU on 1 May 2004 as a de facto divided island. The EU fully supports the current negotiations (under the auspices of the UN) between the leaders of the Greek Cypriot and Turkish Cypriot communities which aim to reach a comprehensive settlement leading to the re-unification of the island and establish a bi-zonal, bi-communal federation in which the communities would enjoy political equality. Such a settlement is urgently needed to end a conflict that is now more than 40 years old.

The EU will accommodate a Cyprus settlement that allows the country to play its full role as an EU member while respecting the EU's basic founding principles – democracy, the rule of law and human rights.

Pending a settlement, the European Commission has several specific responsibilities with regard to Cyprus, over and above its normal responsibilities toward a member country:

* closely following the negotiation process and providing political and technical support
* directly implementing the aid programme decided by EU member countries to help the Turkish Cypriots prepare for reunification.
* regularly reporting on the implementation of the Green Line Regulation Choose translations of the previous link .

To meet these responsibilities, the Commission's Directorate-General for Enlargement has set up the Task Force for the Turkish Cypriot community. The task force runs a ProgrammeSupport Office (EUPSO) in the northern part of Nicosia, to act as a contact with the beneficiary community and help deliver the assistance.
