November 28, 2013 Commissioner for Human Rights in the Russian Federation, Vladimir Lukin, met with representatives of the Russian LGBT Network. In the office of the Commissioner discussed possible measures to ensure the protection of human life and the protection of the dignity of the person, freedom of expression without discrimination on grounds of sexual orientation and gender identity, as well as the execution of Russia's international obligations in this area. The meeting took place at the initiative of the Network.

Attention was drawn to the Commissioner to adopt Russian commitments on the basis of the 24th session of the UN Human Rights Council to take concrete measures to ensure the effective investigation of the acts of violence against LGBT people into account item "e" Part 1, Art. 63 of the Criminal Code as crimes motivated by hatred or hostility towards a social group.
