Thinking about the VA State Rape law

And one of the things that keep sticking in my craw, other than the entire absurdity of the law to begin with, is the provision that denotes in her medical record whether or not she looked at the results of the "test." Why would that need to be noted and who and how would that benefit someone down the road? How was that later planned to be used against women? I mean, what other purpose would there be for marking this in a medical file other than for someone, somewhere to review and collate that data.
