I am a guy and most men are pigs. Combine that with having the power of higher office, and you get power hungry, testosterone driven pigs. These men are shameless. Probably need some kind of training, at least the ones caught doing this behavior.

Male administration types would always have another person in the room if they had to deal with female students, to avoid any claims of sexual harassment. Given that you typically got sent to the office for punishment, it wasn't usually the well-behaved students, and the schools learned quickly not to leave themselves open to such charges, and to always have witnesses to testify that the admin types were not engaging in inappropriate acts or words.
