It is a fairly quick thing, improvised first log ago, and bearing no known relation to any actual Italian dish.

While water is boiling for some heavy pasta (linguini usually, but really anything will do), saute, in a goodly pool of olive oil and butter, some diced red bell pepper, garlic, and some onion or shallots. Add in a lot of dry oregano, possibly some dried basil and marjoram too, and of course salt and black pepper, perhaps some red pepper flakes. Once things are properly subdued, add a generous pour of white wine, and some lemon juice. Once this is reduced a bit, add in a tin of sardines in olive oil, oil as well. Once the pasta is done, add it to what's in the skillet, along with a little half and half or cream or whole milk. Stir together on heat for a couple of more minutes, stirring to coat.
