Outdoor spigot issue

One of my outdoor spigots is next to the area that I had a concrete patio poured a couple of days ago. The worker even asked me where to turn it off. He said he just capped the sprinklers before pouring the concrete, but now I have no water coming out of the spigot. Did he screw something up? How can I get it back on? Would capping a sprinkler nearby stop the water? Help!

He never came inside. My main water valve/line is in the front of the house. The spigot in question is in the backyard.

5. Well let's hope someone turned it off because that would be the easiest problem to fix in this case.

Can you check the valve (usually it is right near where the outside pipe comes into the house, often right after a drain spigot used to drain the outside pipes for winter) ?
