Hang him from a rail,
but what does weapons smuggling have to do with legitimate gun ownership? How would a civilian registration program stop gun smuggling? If anything this demonstrates the specific mode that criminals or the insane might obtain weapons.... aside from just stealing them out of a police cruiser.

Unless the person has a license.
If you're buying more than 12 per year, that's something that needs to be looked at. If you're a collector, then getting a license shouldn't be a problem. But if you're buying and then reselling them, you should have an FFL.
