A BILL
To regulate assault weapons, to ensure that the right to
keep and bear arms is not unlimited, and for other purposes.
1 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.
4 This Act may be cited as the ‘‘Assault Weapons Ban
5 of 2013’’.

6 SEC. 2. DEFINITIONS.
7 (a) IN GENERAL.—Section 921(a) of title 18, United
8 States Code, is amended—

18 ‘‘(36) The term ‘semiautomatic assault weapon’
19 means any of the following, regardless of country of manu
20 facture or caliber of ammunition accepted:
21 ‘‘(A) A semiautomatic rifle that has the capac
22 ity to accept a detachable magazine and any 1 of the
23 following:
24 ‘‘(i) A pistol grip.
25 ‘‘(ii) A forward grip.
1 ‘‘(iii) A folding, telescoping, or detachable
2 stock.
3 ‘‘(iv) A grenade launcher or rocket launch
4 er.
5 ‘‘(v) A barrel shroud.
6 ‘‘(vi) A threaded barrel.
7 ‘‘(B) A semiautomatic rifle that has a fixed
8 magazine with the capacity to accept more than 10
9 rounds, except for an attached tubular device de
10 signed to accept, and capable of operating only with,
11 .22 caliber rimfire ammunition.

WTF. The Mini-14 behaves just like our AR. It's maybe a few ounces heavier. That's it. It's functionally identical.

This proposed law doesn't make much sense at all.

Pistol grip? This is an ergonomic issue. A forward grip? Most long guns are two-handed. For a reason. Telescoping stocks allow for easy use between two users of different physical size. It doesn't improve the concealability of the weapon, like a folder or removable stock. A grenade launcher is a empty freakin' tube. Grenades are regulated as Destructive Devices, and pretty much inaccessible (and not used in crimes in the US, for the most part because they are so scarce) A barrel shroud? HEAVEN FORFEND you not melt through a strap or something when you put the weapon down, or protect yourself from accidentally burning your hand on a hot barrel. WTF.

‘‘(38) The term ‘barrel shroud’—
16 ‘‘(A) means a shroud that is attached to, or
17 partially or completely encircles, the barrel of a fire
18 arm so that the shroud protects the user of the fire
19 arm from heat generated by the barrel; and
20 ‘‘(B) does not include—
21 ‘‘(i) a slide that partially or completely en
22 closes the barrel; or
23 ‘‘(ii) an extension of the stock along the
24 bottom of the barrel which does not encircle or
25 substantially encircle the barrel.

Isn't that the purpose of most handguards?

Cosmetic changes for the gun. Cosmetic changes for the politician. This way they can look like they're "doing something" for the hysterical ninnies who learned everything they need to know about guns and crime from some blathering talking head. It won't affect gun crime one whit, of course, including "mass shootings", but in a couple of years when statistics bear that out, the grab nuts can point to it a proof that we need to restrict even further.

Lather, rinse, repeat.

Anything that improves the controllability of recoil, and reduces fatigue, is a safety feature in my book.

also bans those extremely scary/deadly heat shields. Apparently having people burn themselves during an afternoon of target practice is a way to protect the public.

Senate Majority Leader Harry Reid (D-Nev.) on Tuesday declined to voice support for Democratic legislation that would ban assault weapons and high-capacity ammunition clips.

Reid said he would bring gun-violence legislation to the floor and open it to a lengthy amendment process. But he declined to endorse the assault weapons ban introduced last week by Sen. Dianne Feinstein (D-Calif.), which has the support of the 2nd- and 3rd-ranking Senate Democratic leaders.

“She’s talked to me about her assault weapons. The new one. She believes in it fervently and I admire her for that. I’ll take a look at that,” he said in response to a reporter's question. “We’re going to have votes on all kinds of issues dealing with guns, and I think everyone would be well advised to read the legislation before they determine how they’re going to vote [on] it.”

Feinstein’s bill would ban the sale and manufacture of more than 150 types of semi-automatic weapons, including handguns with fixed magazines capable of holding more than 10 bullets.

Firearms that would IN NO WAY meet the "features" test because they aren't semiautomatic and don't match the names of any specifically banned models.

ETA on quick scan it appears that the MAJORITY of "exempt" firearms are bolt-actions.

The 1994 "AW" ban also included an exemption list, but at least every item on it was a semiautomatic firearm.

This is an effort, albeit a lame one, to create a false sense of security among people who own "traditional" wood-stocked hunting rifles by separating them from people who own modern sporting rifles.

Some of us fell for that cheap trick in 1994. It won't work this time.

As is the Fabarm/H&K Tactical shotgun, Nighthawk Tactical semi-auto shotgun, and one that doesn't seem to currently exist. All of these shotguns are offered with standard stocks and pistol grip stocks. Absolutely no difference in capacity or firepower, purely cosmetic differences.
