Rep. Charlie Rangel: What does it take to curb gun violence?

The ATF has been handcuffed from carrying out one of its chief objectives to curtail gun trafficking because of the politicization of the agency. Unlike every other law enforcement agency within the U.S. Department of Justice, it has been the only one not to receive a surge in federal funding post-9/11.

This lack of funding keeps the agency from investigating unethical gun dealers, and keeps the number of agents within its ranks low. In 2012 there were only 2,442 agents to monitor over 58,000 gun dealers and tasked with ensuring the 300 million guns circulating within our country do not fall into the hands of gangs, criminals, and the mentally-ill.

Under current law the ATF cannot transfer the responsibility to prosecute the illegal use and trafficking of firearms to any other agency. This is why this past year I wrote and sponsored H.R. 1728: The Enforce Existing Gun Laws Act.

The bill currently has bipartisan support in Congress, and if enacted, would allow the ATF to once again conduct physical inventories of questionable firearm businesses that have a history of having been the supplier of guns that end up in crimes. My bill would repeal the appropriation rider that barred the ATF from creating a federal registry of gun transactions.

But now he wants to add a national firearms registry, nope. Lets just fund and enforce the thousands of existing laws.


What do think about this my friend, care to discuss this issue other than just Google copy and paste?

Strange behavior on a "discussion board". He appears to have the cognitive ability to engage in a meaningful discussion but chooses to self-limit his behavior. I suppose "follower" is better than "stalker"; YMMV.

Not often someone makes their true purpose so clear; I found it rather accommodating. Still rather sad that someone makes this behavior such a central point to their existence.

For his bill is the registry. It will not happen. It cannot happen constitutionally at the federal level.

The obvious place to start in enforcement of existing laws is investigation, and prosecution of people denied a transfer through NICS. Currently less than 5% of people denied a transfer are even investigated. Further a report a few years ago stated that fewer than 50% of NICS delayed transactions which exceed the 48 hour rule, (the rule which allows a dealer to complete a transfer if the transfer was delayed when attempted, and isn't re contacted with the denial within 48 hours) and are later determined to be ineligible, are retrieved from the ineligible buyer.

No, the registry part of the bill will doom it likely.

beyond identifying those law-breakers, is whether or not they are prosecuted. I've always found it disturbing how B&E boys, thugs, drive-by shooters, and backwoods home invaders, seem to avoid gun possession charges. This appears to be a persistent ATF and LEO problem.

physical inventories of questionable firearms dealers" and "creating a federal registry of gun transactions." Until that last line, I couldn't find much to disagree with. Why did he stick that in knowing, presumably, it was a poison pill? Politicizing indeed.
