If law enforcement is the key to reducing crimes committed with guns

What would make more sense practically/logistically/Constitutionally/ethically --

A) focusing efforts on the scant minority of individuals intent on perpetrating predatory acts

or

B) a broad-sweeping effort that impacts tens -- if not hundreds -- of millions of people who have no intention except to peaceably live out their lives

Option B would ensure the innocent are swept-up as the vast majority.
