DO you think there is a grey area, varying degrees of sexual harassment

or is it a black and white issue? Are some situations not as bad or worse than another. Do the crimes need to be judged on a gradation/scale? Chris Cuomo on CNN said there is while his female co host (I forget her name) said, "No, it is an either /or issue". It either happened or didn't. Period.

it is harassment - and I do think it is up to the person who is on the receiving end of the behaviour to make that distinction for themselves. I have been on the receiving end of what I felt was banter and was able to hold my own and give as good as I got, however I have had some employees who have been on the receiving end of the same sort of horse play and it was wholly inappropriate for a variety of reasons..... maybe age, religion, level of power within the business etc.

Banter of any kind is just that, banter. However, touch or trying to grab my breast or rear would always get a fist in the face and a very loud rant to call attention to the behavior and embarrass the person as much as possible. I know lots of women who that happens to that would just cower and then try to get away as quickly as possible and never tell anyone.

Franken's ill considered gag was not funny but to me was not sexual harassment. What Charlie Rose appears to have done was not just harassment but sexual assault. There are huge differences in the degrees.
