WPB officials investigate noose photos on city vehicle

WEST PALM BEACH, Fla. -- Several black and hispanic city employees were the target of racial hatred in an incident at a West Palm Beach facility when racist photos were left on the windshield of a city vehicle. But the city of West Palm Beach could not determine who did it.
One photo shows the silhouettes of two people hanging from a noose. Another photo shows what appears to be three black men hanging from a tree with ropes around their necks. There is a photo of what investigators say is a man on the ground being kicked by another man.
The photos have the first names of five city employees, all of whom are either black or hispanic.
