Captain Marvel has a VERY specific recognizable facial structure. The Rock is not it.


Don't get me wrong, he's a great actor but he doesn't fit the physical requirements.

Lex Luthor = Jesse Eisenberg
Aquaman = Jason Mamoa (I like the actor, but as Aquaman? I don't really think so).

I feel like this is a concept I can go with.
