The "whoever" who came up with it is Randall Munroe, who does the brilliant webcomic xkcd. You can see all 1,000+ of the xkcd cartoons at xkcd.com. He grants permission to reprint his work freely to noncommercial uses like DU, with only one request: "Just be sure to attribute the comic to xkcd.com." This is perfectly reasonable and should be honored.

Wouldn't it get caught between the legs whilst running? The default is to carry the thing at one's side--probably to avoid tripping over it, or accidentally slicing off an appendage.

I think it's a dong, too!
