Most people who can grasp space-time know that the faster you go the slower time passes. What if we were a wee bit further out in the tentacles of the Milky Way? Would we notice? How about a solar system near the center of the galaxy? Do they notice the difference? We can only know what we perceive. For all else, we can speculate. But it's a fair bet that creatures everywhere consider their own passage of time to be "normal".
