During the last week myself and a few neighbors have had issues with
1. Loss of satellite signal for TV - going out several times a day
2. Loss of cable for TV - also going out several times a day
3. Loss of TV using antennae
4. Outdoor light controlled by remote turns itself on
4. Back door of SUV pops open on its own even if it is locked
Is there a common denominator to these events? We live in an area where Navy Growler jets pass over on their way to test sites for exercises in electronic jamming. Could something like that affect these issues? If so, the Navy would never admit it - secret stuff.
Years ago people living in Everett, WA were having their garage doors open spontaneously. Navy did fess up to that one.

But don't discount your excellent guess that it could also be military, especially Navy operations either.
We live on the mid-Atlantic east coast and our net service and my cell phone service was terribly wonky all day yesterday. We are surrounded by Navy here along with living directly across from CIA's "The Farm" (Camp Peary). Weird stuff happens here and not just electrically.
