I can say that this is hardly the case with what I see where I live. The most common pets here are still dogs and cats.

I've never seen a dog park in japan where dogs run off leash and play.

but I have occasionally seen a guy walking his pug off-leash in the early morning. I also see lots of people riding their bicycles with dog in tow on a leash to let the dog run.
And I've heard of "wanwan kouen" where dogs are sometimes allowed to run off leash and play.
