Hillary Doesn't Want to "Start all Over Again"

for healthcare system reform that her team designed for Prez Bill? That was a nightmare. The Republicans torched it. OK -- she convinces me. This problem is too big for her.

First step is to offer Medicare on all exchanges. 2nd step is to allow that to be a single-payer option for the state.
