IIRC, North Korea was one of the very few others.

Cluster Bombs....the Freedom Bombs that Keep on Giving by blowing the arms off of children YEARS after the conflict has ended.

Land Mines too. Completely indiscriminate.
People in Vietnam and Cambodia are still being killed by Land Mines used in the Vietnam War.

It shows that he clearly understands the difference between rushing into war, and taking care of our soldiers once that war has begun.

A subtle difference lost on some.
