Clinton was Sec of State 2009 - 2013. Did we go to war with Russia then?
I think she will work very hard to avoid war with Russia or China.
NOT sure she will make the best choices dealing with war/s in the Middle East, though.

And Bush and Cheney had no interest in declaring war on Russia-- hell, Bush even had his own cute little nickname for the Russian leader-- Pooty-Poot. And Bush's 2nd Secretary of State was supposedly a Russian specialist who showed no particular qualms with Russia-- after all, Russia was going gung-ho capitalist in those days.

The resolution was passed by two-thirds of Congress, overriding a presidential veto."
But then, it's easier to ask for forgiveness than to ask for permission:
"It has been alleged that the War Powers Resolution has been violated in the past for example, by President Bill Clinton in 1999, during the bombing campaign in Kosovo. Congress has disapproved all such incidents, but none has resulted in any successful legal actions being taken against the president for alleged violations."

Clinton will respect our agreement with Iran, though they may end up in a war with the Saudi's who want a war with Syria.
It's a dangerous world.
