In the world of politics taking responsibility means just saying the words:"I take responsibility."

If you take responsibility, shouldn't something more than MERE words be involved?

more than mere words can be involved...at least at the macro level.

Ending mass incarceration of non-violent drug offenders is "taking responsibility" in word and deed. There's not much you can do for a nonviolent offender that's been locked up for a decade beyond that, though.
