Gay people know that the Reagans weren't there for them in the 80s, and conservatives for the most part could give two flying fucks about gay people, so I'm really baffled as to who she was trying to pander to here, unless she was really just that confused, which might be even more scary.

Any time I hear about Reagan and AIDS this song pops in my head about the administration turning a blind eye. I think its very powerful(but I'm biased because I love Elton John):
