Maricopa county is highly republican, so ...

1) This is what you get when you have a libertarian (right) Governor and a legislature full of republicans, intent on PROVING that government can't work;

2) The republicans are targeting trump

So lots of corners cut, polls closed, etc. etc. etc. That said, it's pretty typical to not run with as many poll locations and staff during a primary.
