According to MSNBC Hillary is 19 delegates away from clinching the nomination. NJ has 20 delegate districts. A candidate needs 15% to reach viability and get one delegate. It is almost impossible for Hillary to not earn 20 delegates the instant polls close. Hillary will be the nominee right at 8PM. It makes sense to count votes, but she doesn't need 50% in NJ. She needs 15.

What is the threshold for viability?
