It was surprising to hear he had no idea fresh water had already run out, reservoirs emptied, and wells and rivers gone dry for many California communities (and of course some few never had running water). We've drawn down the aquifers in most of the nation, a huge problem, plus the west has had a rather long and severe drought, and this is probably only a respite before things turn even worse.
