This gets updates as votes are counted. Around 1.4 million ballots left to process
and yes California counts all ballots including provisional ones regardless of the margin

is put out by the California Secretary of State and contains lots of information, including maps of various races by county, a spreadsheet of unprocessed ballots by county, a listing of close races, copies of the state voters' guide, links to county offices - enough to keep a data aficianado happy for hours!
