Politically savvy folks: How does one run against a flip-flopper?

I am involved in a city council race here in San Jose. Under CA's top-two primary system, it has come down to Helen Chapman (yay!)

and Dev Davis, flip-flopper and closet repuke (the race is officially nonpartisan) (booooooo!)

At a Helen event this afternoon, I learned that Dev flip-flops more than anyone ever has over at the beach in Santa Cruz. Since the race is nonpartisan, there is nothing, certainly not on Dev's campaign materials, identifying her as a repuke , but how should we play the flip-flop angle? I envisioned a mock debate between Dev Davis and -- Dev Davis, with two handpuppets , but I doubt Helen will want to go there, as she seems to be committed to running an upstanding, positive campaign much like Bernie was (and look where that got Bernie ).

All suggestions from the floor are welcome.

message unless something is just so illegal u have to talk about it. probably most people are aware of the flip flopping and dont really care

the many different stances she has held on the issue. But only when asked.

Q how do your policies on issue xyz differ from your opponents?

A: Considering she has held varying positions in this issue all I can say is what my position is. it is ___________. I believe it is much better than any of the positions she holds because it does xyz. Plus you know who you will be voting for.
