"Why didn't she ever try to change those so laws so I couldn't use them?" asked Trump in the Republican-stronghold of Prescott Valley, before suggesting that Clinton's desire to protect her rich donors prevented her from passing any legislation while she was in the Senate.

IIRC, as soon as the IRS figured out there was an issue, they did change the law (and HRC supported that change). Unfortunately, they couldn't make it retroactive and, as a result, Trump got his carry-forward on the losses.

The secretary of state doesn't initiate tax legislation. All revenue legislation begins in the House of Representatives. And Mr. Trump, why didn't you do something about it? You're supposed to be a rich guy. Why didn't you fund congressional campaigns, whose signature issue was tax reform?
