They probably had to put it in that section to get it available more quickly. Apple is actually quite liberal. It's listed as a special.

I can't log in, so I try to create a new account, but I already have an account, so then I get "a problem with your account". Frustrating as h*ll.

If you describe the issue I may be able to help you fix it.

Problem with your account could be that you have a DS lockout, which means you need to go change your password at http://www.appleid.apple.com

Also, did you recently change your primary email address without first logging out of Find my iPhone on your device? If so that could be the issue.

Do you know if you have two factor authentication (do you use a 6 digit passcode or 4?)
