3. it's targeting the consent decree...

Many moons ago the Republicans went way over the line pushing voter intimidation/suppression and entered into a consent decree that prohibits them from doing anything stinky for like 25 years. It expires at the end of 2017 unless they violate it. It prescribes strict controls on poll watching behaviour.

The Republicans really, really, want it to end. If found in violation, it extends till 2015 and fines are levied.

Hence the suit.
