Because he is required to immediately amend testimony he gave before Congressional committee.

Obviously, the timing sucks, but from an integrity perspective if he was required to do this it would have been worse if he had waited until the day after the election. Fed right into "FBI is rigged" narrative and cast serious shadow on her presidency from the get go.

because they are still dealing with FOIA matters and agency arguments over classified vs. declassified materials.

Comey did this because he a political operative.

He deliberately did a Friday afternoon stunt so he can insert himself into the Trump campaign to try and help him win just so he can keep his job at the FBI.

He is and always has been a Republican political operative.
