The White House eventually stopped negotiating with John Boehner went it became clear that there was no point, because it didnt matter what he said Republicans would do. Republicans were not taking instruction from him, so he couldnt promise anything about their behavior, so why would you talk to him about what Republicans are going to do?

Chuck Schumer D-NY was a guest on this show. He said the only way to deal with these 70-80 hard right Republicans is not to negotiate with them. He said they needed to be isolated with their positions and left swinging in the wind. (my words)

Any speaker is going to be differential to his or her party in what they put up.
But, the "fiscal cliff" bill is the first time in two decades that I can remember the republican's putting something to a vote that their caucus alone could not carry.
Rs have a dogma right now where they are near completely united. It would be a problem minus the Hastert Rule, but if Boehner or whoever sticks to it, there is not much that can get done.
