"I like measurement," Scott said during a Jan. 15, 2013, discussion with black lawmakers. "One positive, as you know: In the fourth grade reading, we're second to Singapore in the world, Florida students were. In math, we're above the international average. So there's some good things happening."

His claim that Florida fourth graders are oh-so-close to being the world’s best readers piqued our interest.

Right away, we found his source: results from the latest Progress in International Reading Literacy Study.

The study is coordinated by the International Association for the Evaluation of Educational Achievement and completed every five years since 2001. It examines reading achievement and habits of American fourth graders and their peers across the world. In 2011, fourth graders from 53 countries and subnational entities participated.

That year, Florida used federal grant money to be evaluated independently of the United States -- the only U.S. "benchmarking" state for the PIRLS exam. Florida paid $1.9 million from a federal Race to the Top grant for this assessment and two other international studies, including the Trends in International Mathematics and Science Study (TIMSS) of fourth and eighth graders.

Research by me revealed the IES which is responsible for the study links to the IEA and the IEA has Honorary Members.

The association includes a small number of individual honorary members whose election is based on their excellent contributions to the work and mission of IEA over many years. The award of honorary membership takes place at the IEA General Assembly meeting.

Gordon M. Ambach serves as President of the University of the State of New York. Mr. Ambach was Executive Director of the Council of Chief State School Officers (CCSSO), and Commissioner of Education. He established the Council as one of the most influential national organizations in shaping policy for increasing student achievement.

Appointed as an IEA General Assembly representative for the United States in 1990, and served on the IEA Standing Committee from 1991 to 2001. Played a key role in transforming IEA into a professional organization and developing links with funders, and contributed significantly to the creation of an IEA policy for the cycle of studies.

Sadly Governor Scott's work is too expansive to be listed here. Let us just say someone is even smarter than a third grader and would like to know how many more federal dollars meant for the education of Florida's Children he plans to hand over to the list of "Penny Loafers" I was able to find here. Shame on you AND your stupidity by thinking you could pass the sniff test. Consider yourself officially "measured and compared." You are the biggest Boa in the Everglades and the easiest snake to spot, so far. Governor Scott YOU ARE A DUMB ASS and congratulations.
