How does god/gop chose whose prayers to refuse?

Just as god is selective on what prayers he/she answers, so is the GOP in selecting which positions to accept from their constituents.

They are listening to their voters on the topic of bombing Syria, but not listening to them on the topic of gun control, health care, jobs, gay rights and immigration.

Seems that those in power, read god and gop, can accept only those pleas that they themselves favor for their own personal agenda, and screw the rest of those beggars! (that god and the gop created).
