1. Halliburton has gotten lots of no bid contracts with the aid of Cheney. They wrote the description

so only Halliburton was able to meet the requirements. One of the requirements when they got the no bid in 2001 was the company had to be a US company, blocking bidding by Schlumberger and other companies. Now Halliburton is not a US company so what will be the next requirement, probably having Cheney as a former CEO.
