so only Halliburton was able to meet the requirements. One of the requirements when they got the no bid in 2001 was the company had to be a US company, blocking bidding by Schlumberger and other companies. Now Halliburton is not a US company so what will be the next requirement, probably having Cheney as a former CEO.

Looks like then 20 million early on was just an appetizer. Also love to know how much Cheney avoided in taxes too.
