When you can nail somebody in the out-group for something you think is wrong, you do so. You make their behavior as bad as possible. It makes clear that you're not in their group and highlights the differences.
When you could nail somebody in your group for something that you think is wrong, you tend not to do so. You try to justify their behavior and find excuses for it. By showing tolerance for those in your group, you deserve tolerance; moreover, it makes it less likely that you'll be kicked out. The ultimate form of in-group justification is a kind of tu quoque: Yeah, we do it, but they did it first so it's okay when we do it.
We're primates. They do it and we notice it. It's horrible. We do it and usually we don't notice it--and if we do, we find ways to minimize the consequences.

I am working on trying to get him to cast a protest vote for the Constitution Party. Still ultra-conservative, but not likely to take away his MediCare since they can't win.
