Whatever that means. Is Scott Rasmussen trying to pretend he is a legitimate pollster now that the conventions are getting underway?

But they tend to keep it inside the margin of error so that they don't get caught. A couple percentage points one way now and a couple the other way later and they can create a pretty convincing little lie.

...they're setting up for a larger "bounce".

Expect to see movement in our direction just prior to the DNC convention as well (and a muted bounce afterwards).
