It sounds like a massive scheme to transfer wealth from the Russian Government to the oligarchs, via Syrian money laundry. The Syrians are stuck in the middle here and are also being screwed, along with the Russian people.
Putin's government is the world's largest organized crime operation!

But now they are doing this to avoid sanctions.

The Russian Oligarchs made their bones taking state property and future contracts post USSR.

Thats been the scheme since Yeltzin.
