but the law of irreproducible results says that I can;t find the counterexample(s) that I ran into. I'll post here when I find one.

Definitely not hallucinating, because I wouldn't have posted here if it were always in that place.

I found two "View All" links on this post. Maybe that was confusing me.

Sometimes the one below the post being viewed will be hidden because the thread title is long enough to cut off the right hand side of the links in the reply list.

When browsing a forum or group and looking at the thread listings, threads with 50 or more replies will have a link added for the view all mode (loads the opening post (OP) and all of the replies on the page), while the normal link will just load the OP with the listing of replies - clicking within the reply list will just load a single reply at the top with the listing of replies below it. Threads with fewer than 50 replies will just have one link in the forum and group thread listings that opens the thread in view all mode.

Any time you a viewing a thread in single post mode, there will be a view all link after the thread title inside the OP or above the reply being shown and also a view all link below the post being shown in the thread title at the start of the reply listings. Although sometimes that bottom view all link gets hidden because the text doesn't wrap around and some thread titles are long.

Not sure how the sizing on mobile affects any of that, the view all link below the displayed post may normally get hidden except for short thread titles - and I'm not really interested enough to check on my phone.
