Did the shooter come forward, did the carjackers come forward? On whose words do we rely to determine that the shooter was not a third bad guy?

I'd say that that makes him either the bad guy or a Republican Vice President.

It wouldn't be the first time that someone with a car drove his cohorts someplace, maybe standing by in case no opportunity arose or the plan failed.

that the shooter fired at them as they drove away in the truck. The cops don't know yet whether the blood inside the truck is from a shot carjacker or from the victim who was conked on the head.

There are two different articles saying very different things. Either the guy with the gun shot the owner of the truck in the head, or the owner of the truck received his head injury from the carjackers. Maybe the police are out of ideas on how to make contact with the shooter, so they're trying to coax him out of hiding by putting out disinformation suggesting that he WASN'T responsible for injuring the owner and leaving the door open to the possibility that he is a hero, which they believe is appealing to him.
